The Digital Ghetto: Prophecies of Minority Criminality and the Datafication of Racism in UK Policing

The official narrative behind data-driven surveillance technology promises a new era of “impartial”, “scientific”, “evidence-based” policing, sewn together by the techno-futurist allure of automated algorithms and their supposed apolitical neutrality. The reality of the vast upsurge in UK surveillance since 2020 is one of alarming privacy invasion and intense racialisation, especially against racial and ethnic minorities. Tools like the now-defunct Metropolitan Police's Gangs Violence Matrix (GVM) and its shiny new predecessor, Live Facial Recognition (LFR), are not innovative crime-fighting solutions; they are digital-age manifestations of entrenched racial oppression. By automating discriminatory practices under a veneer of technological objectivity, these systems construct a digital ghetto—a datafied landscape of heightened surveillance that disproportionately entraps and punishes minority communities. Though at its face a new phenomenon, the digital ghetto is nothing but the most contemporary evolution of systemically racist historical practices like “redlining”. Throughout the 20th century, financial and housing institutions in British cities systematically demarcated neighbourhoods along racial lines, concocting arenas of crippling poverty and severely impeding life opportunities for entire communities. While today’s institutions prefer algorithms and surveillance data over maps and red ink, the intention is the same: spatial control and social segregation of ethnic-minority communities.
A quick look at the forever-controversial and only recently discontinued GVM starkly exemplifies UK law enforcement’s legacy of data-driven discrimination. Ruled unlawful and heavily criticised by the Information Commissioner's Office and Amnesty International, this “risk-management” database was a crude and racially biased profiling system wherein 80% of those listed were Black, many with little evidence of criminal involvement. Individuals were flagged for nebulous reasons like their music tastes, thereafter branded as "gang nominals" subject to intensified police attention and lasting stigmatisation. Far from a self-contained system, the GVM was the nexus of a comprehensive architecture of structurally racist institutions. Information from the Matrix was shared with local authorities, housing associations, schools, and even youth offending services. The GVM was thus a mechanism of social triage through which targeted groups were denied housing, excluded from education, or pre-emptively flagged as dangerous by social services, all based on their presence in a database designed for racial exclusion. The Matrix was no mere “crime prevention tool”; it actively engineered social outcomes and existed solely to perpetuate prophecies of Black criminality. This fact was so glaringly apparent that by 2022, even the Met was compelled to admit it.
Though the GVM is no more, its legacy of digitised racism extends from databases to the streets through LFR. Deployed disproportionately in communities with higher-than-average ethnic-minority populations, LFR acts as a high-tech, indiscriminate form of stop-and-search. An independent report from the University of Essex found the Met's system had an 81% error rate, failing abysmally to meet basic ethical and legal standards. Each flawed scan subjects innocent people to a digital police line-up, cultivating a culture of fear and reinforcing the perception that entire neighbourhoods are under permanent suspicion. Where the GVM created a database for racial oppression, LFR performs it in real-time, and the implications extend far beyond street-level policing, threatening the foundations of democratic freedom itself. Long a topic of concern for human rights groups, the knowledge that one's face can be scanned, identified, and logged at any moment instils a fear of being placed on a watchlist for simply attending a legitimate protest. This transforms public life into a panopticon where the constant threat of surveillance becomes a tool of social control, stifling dissent and undermining the right to assembly.
A historical perspective of the broader UK policy landscape enables us the foresight to understand this as a function of systemic forces rather than an isolated failure. The GVM and LFR are the logical extension of governance strategies like the "Hostile Environment" policy, designed to use every facet of public life to scrutinise and exploit postcolonial migrants. This policy famously culminated in the Windrush Scandal, where it was exposed that data-driven systems wrongly targeted and devastated the lives of Black British citizens. The policing technologies of today apply this same logic of data-driven exclusion and racialised suspicion to the domestic, citizen population.
The cold, hard logic of ones and zeroes leaves nothing but corrosion in its wake, eviscerating public trust and alienating entire communities. Like the reality on the ground, the academic evidence is unequivocal. As one study concludes, the "fears and lived experience of racism" are directly "carried over to people’s view on engaging with digital services." One black research participant, subject to constant police harassment and driven to a state of justified paranoia, shared a chilling sentiment of deep endangerment: "I don’t want anyone tracking me or anywhere I go…I think they want to kill us [people of colour] all. That’s what I think.”
The ever-familiar echoes of systemic racism appear yet again in UK policing, not as a malignant outgrowth but as a fundamental feature of its design. To dismantle this digital ghetto, it is imperative to move beyond technical tweaks that seek to reform a blatantly repressive system and instead centre the principles of co-design and relational ethics. This means involving those most impacted not as subjects, but as essential partners in designing, auditing, and regulating community policing tools. True systems of justice will not be automated, but built collectively on a foundation of trust and equity, unbeholden to algorithmic overlords.
